der visual c++ ist mehr oder minder standard - allerdings nicht ganz billig. hast du, abgesehen davon das es c++ sein soll, sonst noch irgendwelche specs?

Sehr empfehlen kann ich Cygwin32 ( für Windows 9x/NT ). Er ist kostenlos, ist aber etwas umständlich zu bedienen.
